Program Officer (Morang/ Udayapur District)

Women’s Rehabilitation Centre (WOREC) is a national level NGO working for women's human rights and to ensure women empowerment through protection and promotion of human rights and social justice focusing on campaigns against violence against women, and women's economic, social and cultural rights nation-wide. Our working districts with offices are spread over Morang, Sunsari, Udayapur, Siraha, Dhanusha, Dang, Kailali, Mahottari, Sarlahi, Rukum Kapilvastu/Rupandehi and the Central Office is located in Lalitpur. WOREC is currently looking for candidates to fulfill the following positions:

Position Description

Duty Station: Udayapur -1/ Morang-1 Based 

The Program Officer (violence against women campaign) will work under direct supervision from Program Coordinator, District Coordinator and Communication Coordinator, lead overall implementation of Addressing Violence against Women (VAW) program in district level, track implementation, achievements and good practices to ensure accountability and efficiency of program. 

Program officer works in close coordination with the Program Coordinator, District Coordinators, communication Coordinator, finance officer and Community Based Organization (CBOs) in achieving the goal and objectives of program. The major responsibility of the position is planning, implementing, monitoring, reporting, documenting, stakeholder communications, publication and coordination. 

The candidate having the feminist value should have Bachelor’s Degree in Social Sciences or related discipline with good understanding of human rights movement preferably women's rights, addressing the issues of GBV working with rights based approach, and at least 2 years working experience in related program. The candidate should have knowledge of local and regional context of human rights and ability to write and communicate effectively in both Nepali and English languages. (Refer to JD for details)

Specific Duties and Responsibilities

  • Ensure that the annual plan of Addressing Violence against Women (VAW) program is implemented effectively, documented as per the standard and reported timely.
  • Ensure all program activities are correctly undertaken and the evidence (data/photos/report) are produced and documented at the district level.
  • Support the Researcher (thematic consultant) for planning, and carrying out the research activities on VAW.
  • Provide technical inputs and required support to the Community Based Organization (CBOs) for successful completion of respective program/projects ensuring quality work delivery and utilization of budget as per the plan.
  • Monitor the progress and ensure quality by tracking program implementation and reporting on timely basis and making necessary adjustments to ensure the successful completion of the project. 
  • Coordinate and conduct consultation with local representatives and stakeholders for addressing GBV issues and collaborate with CSOs for advocacy campaign for safe public spaces.
  • Support program coordinator and district coordinator in the development of annual plan and prepare annual, quarterly and monthly plan of activities and ensure timely reporting from CBOs for finalization of report. 
  • Prepare and submit monthly, quarterly and annual reports to District Coordinator and Program Coordinator and Communication Coordinator.
  • Perform periodic review of project budget versus expenditure with support from Finance Unit and ensure planning of activities based and guided by budget availability. Understand budgetary aspects of assigned program and ensure that budget is well regarded while planning and conducting activities.
  • Coordinate and lead all capacity enhancement activities at district level.
  • Organize training, workshop, interaction programs and public hearings with handling logistics at local and provincial level. 
  • Carry out the activities from feminist perspective and from women's human rights perspective.
  • Identify the issues to be covered in each event and programs and work for further improvement. 
  • Organize and analyses cases of violence against women including preparation of case studies.
  • Produce communication resources including provincial level community engagement newsletter, stories of change and resistance, photo story, videos, reports, and contents for website, publication and social media.
  • Document and generate locally available knowledge and make it accessible to community, stakeholders, and global audience utilizing different communication channels including a dedicated website. 
  • Regularly update district page in WOREC website and publish to social media.
  • Work according to the organizations need.
