1. About WOREC Nepal
WOREC Nepal (Women’s Rehabilitation Centre) is a national non-governmental organization established in 1991, working for the protection and promotion of human rights with a strong focus on women’s rights, gender justice, and social inclusion. WOREC works to prevent and respond to gender-based violence (GBV), promote women’s economic, social, and cultural rights, strengthen women’s leadership, and advocate for structural transformation at local, provincial, and federal levels.
Under the SAKTI Project, women’s livelihoods, agriculture-based economic vulnerability, and climate stress through evidence-based and community-driven interventions.
2. Background of the Assignment
The SAKTI Project Baseline Survey conducted in Madhesh, Lumbini, and Sudurpaschim provinces highlights:
- Persistent patriarchal household leadership and unequal decision-making
- Heavy unpaid care burden assigned to women
- High prevalence and normalization of GBV
- Limited awareness of laws, policies, and survivor support services
- Strong dependence on agriculture and daily wage labor
- Limited control of women over agricultural income and productive resources
- Climate-related risks affecting farming systems
- High access to radio and digital platforms
Agriculture remains the primary livelihood source for many households, yet women’s labor in farming often goes unrecognized and uncompensated. Women farmers face barriers in land ownership, access to markets, agricultural extension services, climate-resilient technologies, and financial decision-making.
These findings create a strong opportunity to use radio and digital media to promote gender-transformative agricultural practices, women’s economic agency, GBV prevention, and climate resilience.
3. Objective of the Assignment
To produce and disseminate high-quality, evidence-based radio and digital media content that:
- Promotes gender equality and women’s leadership
- Raises awareness on GBV and promotes zero tolerance
- Strengthens knowledge of laws, reporting mechanisms, and survivor support services
- Amplifies women farmers’ voices and promotes equitable agricultural participation
- Encourages climate-resilient and sustainable agricultural practices
- Strengthens women’s control over income, markets, and productive resources
- Encourages dialogue and positive behavioral change
4. Scope of Work
The selected organization will:
A. Pre-Production
- Conduct inception meeting with WOREC
- Finalize themes including gender norms, GBV, agriculture, climate resilience, and women’s economic empowerment
- Develop scripts for 24 episodes
- Collect audience questions via IVR and social media
B. Production
- Produce fortnightly radio programs (30 minutes each)
- Include studio discussions, expert interviews and field-based reports on GBV, agricultural engagement, government (local to federal) policies and programs to farmers.
- Produce field reports (including policy-focused episodes at local/provincial/federal level)
- Feature women farmers, agricultural experts, local service providers, and policymakers
- Ensure survivor-centered and gender-sensitive reporting
C. Post-Production & Dissemination
- Broadcast 24 radio episodes through national and community networks
- Develop digital contents (short videos, reels, audio segments)
- Disseminate via digital and social media platforms
- Document audience engagement and feedback
5. Key Thematic Areas
Programs should address:
- Gender roles and household decision-making
- Unpaid care work and women’s mobility
- GBV myths, reporting pathways, and survivor protection
- Women’s agricultural labor and income control
- Access to land, credit, markets, and agricultural extension services
- Climate-resilient farming practices and indigenous knowledge
- Pest management, crop diversification, and sustainable farming
- Policy awareness related to GBV, agriculture, and women’s empowerment
- Men and youth engagement in promoting equitable agricultural and household practices

9. Eligibility Criteria
Applicants must:
- Be legally registered media institutions or radio networks in Nepal
- Demonstrate strong reach in rural and agricultural communities
- Have experience in producing programs on gender equality, agriculture, livelihoods, or climate issues
- Demonstrate technical capacity for quality audio production and digital dissemination
- Provide evidence of previous relevant work
- Experience working with women farmers, agricultural extension content, or climate-resilient agriculture communication will be an added advantage.
10. Proposal Submission Requirements
Applicants must submit:
- Technical Proposal (maximum 10 pages) including:
- Understanding of the assignment
- Proposed methodology and thematic approach
- Work plan and timeline
- Strategy for engaging women farmers and rural audiences
- Ethical and safeguarding framework
- Financial Proposal (detailed budget breakdown)
- Organizational profile and legal registration documents
- Samples of similar previous work
